APPLICANT REQUESTS THAT:

He be awarded two additional Air Force Commendation Medals 
(AFCM).

APPLICANT CONTENDS THAT:

The paperwork for the AFCMs were submitted on several occasions 
but were never processed.  The injustice resulted in the loss of 
a promotion.

STATEMENT OF FACTS:

On 10 Dec 97, the applicant entered active duty.

On 31 Dec 13, he was honorably released from active duty with a 
narrative reason for separation of “Reduction in Force.” 

He served 16 years and 21 days on active duty. 

The AFCM is awarded to members of the Armed Forces of the United 
States, below the grade of colonel and foreign military 
personnel who while serving in any capacity with the Department 
of the Air Force after 28 Mar 58, distinguish themselves by 
outstanding achievement or meritorious service.

AIR FORCE EVALUATION:

AFPC/DPSID recommends denial.  There is no official 
documentation in the applicant’s record nor did he provide any 
to verify he was recommended for or awarded additional awards of 
the AFCM.  In order to reasonably consider the applicant’s 
request, he needs to submit a recommendation from someone with 
firsthand knowledge of the acts/achievements, preferably from 
someone within his chain of command at the time of the 
acts/achievements, a proposed citation for each decoration, and 
eyewitness statements.  To grant relief would be contrary to the 
criteria established by DoDM 1348.33, Manual of Military 
Decorations and Awards, the Secretary of the Air Force and the 
Chief of Staff.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 4 Apr 14, a copy of the Air Force evaluation was forwarded to 
the applicant for review and comment within 30 days (Exhibit D).  
As of this date, this office has not received a response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was timely filed.  

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice.  We took notice 
of the applicant's complete submission in judging the merits of 
the case; however, we agree with the opinion and recommendation 
of the Air Force office of primary responsibility and adopt the 
rationale expressed as the basis for our conclusion that the 
applicant has not been the victim of an error or injustice.  
Therefore, in the absence of evidence to the contrary, we find 
no basis to recommend granting the relief sought in this 
application. 

4.  The applicant’s case is adequately documented and it has not 
been shown that a personal appearance with or without counsel 
will materially add to our understanding of the issue involved.  
Therefore, the request for a hearing is not favorably 
considered.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did not 
demonstrate the existence of material error or injustice; that 
the application was denied without a personal appearance; and 
that the application will only be reconsidered upon the 
submission of newly discovered relevant evidence not considered 
with this application.
